Reject mail without SPF-record RSS

How can I reject mail from domains that do not have SPF-records?

I am afraid there is no such option in ORF. In ORF, you can only blacklist emails on SPF "fail", "softfail" and "neutral", but not on "none". That said, if you know how to write a small script to check whether a domain has a published SPF policy, you can then use that script in ORF via the External Agents feature to stop certain domains from sending to you - see: https://vamsoft.com/support/docs/orf-help/5.4.1/adm-agents-agentprops
