If you have not done so already, please enable the 'Blacklists > SURBL Test' and make sure that the 'SURBL: Combined SURBL list' and 'Spamhaus DBL' SURBLs are enabled. SURBLs are lists of websites (typically) that have appeared in unsolicited messages. ORF uses these to detect "spamvertised" URLs in messages. In case the above does not help, you may try to add the following regex to the "User-Defined URL Domain Blacklist" (Click 'Configure' at the bottom of the SURBL Test page):
.*(bit.ly|ow.ly|etc|etc|etc).*
Please make sure that you select the "Regular expression (Perl-comaptible)" expression type in the 'Domain Expression' dialog and that you save the ORF configuration afterwards, in order to apply the changes ('Ctrl + S' or 'File > Save Configuration')

bit.ly should get blocked if you enable the spamhouse dbl as mentioned above and check the 127.0.1.10x codes.
Blacklisted by the SPAMHAUS-DBL SURBL (domain: "bit.ly", DNS lookup result: 127.0.1.103).
