ORF is not guaranteed to log all incoming messages: please not that other software and Transport Agents/SMTP Event Sinks may divert emails before ORF could test and log them. Also, internal and outgoing emails are logged only if they are relayed from an external IP address, or when the recipient of the email is added to the Auto Sender Whitelist database.
What you can try is re-prioritizing your Transport Agents/Event Sinks, so ORF is called first:

And enable logging of all events (Before Arrival passes and whitelistings are not logged by default):
