You may get this error if you have sent an item to the Honeypot IP Exception List from the Log Viewer. There are two ways to work around this issue:
1) Upgrade to ORF 5.1 Beta, which has this bug fixed. The beta public and it is available at http://vamsoft.com/beta.
2) Manually remove the submission entry from the file containing the pending submission list.
To do the latter, shut down the ORF Service and exit from the Administration Tool, then locate the file rcts.dat in the ORF program directory. Open this file in Notepad and find the lines that feature the expression "HoneypotIPExceptions". Delete these lines and save the file. Now you can start the ORF Service again.
