Until the Configuration Subscription connection issue is investigated and resolved, I recommend moving the configuration of the publisher to the subscriber manually:

and then starting the service.

@Krisztián Fekete (Vamsoft): It might be a firewall or other security program (e.g., resident anti-virus) preventing the connection from being established.
CRITICAL ERROR: Could not get the latest configuration from the configuration publisher at 10.40.0.21:6242. As no local configuration is available, ORF will now stop. Details: Network error. "A connection with the server could not be established" (error code 0x00002EFD).
